Charged with 6 counts of child sex abuse

An Oklahoma man is in jail facing six felony charges related to incidents in 2018 involving sexual contact with children. Norman L. Watkins, 33, of Vinita, Oklahoma, was arrested by the Missouri State Technical Assistance Team. He was booked into the Howard County Jail shortly before 1 a.m. on Tuesday, November 29. He is being held without bond.

The Missouri State Technical Assistance Team provides assistance to multidisciplinary teams and local law enforcement agencies in investigating and prosecuting child sexual abuse, child exploitation, and internet crimes against children.

Watkins is charged with one count of first-degree sodomy or attempted sodomy, an unclassified felony; one count of second-degree child molestation with a child less than 12 years of age, a Class B felony; one count of third-degree child molestation with a child less than 14 years of age, forcible compulsion, a Class B felony; one charge of second-degree sodomy, a Class D felony; and two counts of first-degree endangering the welfare of a child engaging in sexual conduct under 17 years of age as a parent/guarding, Class D felonies.

The incidents allegedly took place in September 2018. The probable cause statement has been sealed by the court.

Watkins was arraigned on Wednesday, November 30, in Howard County court before Judge Mason Gebhardt. He is scheduled to return to court at 9 a.m. on Tuesday, December 13, for a bond review hearing.

Watkins currently has no attorney listed as of this writing.

In July 2019, Watkins pled guilty to driving while intoxicated, for which he was sentenced to 120 days in jail, and two counts of first-degree endangering the welfare of a child creating substantial risk, for which he received suspended sentences of five years in prison. In 2015, he was sentenced to 25 days in jail for marijuana possession and unlawful use of drug paraphernalia.
