CID to develop comprehensive plan for downtown revitalization

A comprehensive plan for downtown Fayette is in the works. The Historic Downtown Fayette Commercial Community Improvement District (Fayette CID) will be working closely with PGAV Planners of St. Louis on the development of a comprehensive plan for the revitalization of the community’s historic central business district.  

The project is funded by a grant provided through the Mid-Missouri Regional Planning Commission (Mid-MO RPC) and the Moberly Area Economic Development Corporation (MAEDC), Howard County’s economic development partner.

PGAV Planners is a national leader in planning and economic analysis with a headquarters in downtown St. Louis. The company has provided municipal planners, economic development professionals, mapmakers, strategic planners, urban designers, and data analysts for more than 53 years.

Building on work already performed by Fayette’s Main Street program, PGAV Planners will work with the Fayette CID Board, city staff, and residents to create a comprehensive, holistic, and strategic plan. This plan will include a structural review, ordinance review, incentive review, illustrative urban design, and a marketing strategy. Its purpose to help identify a direction desired for downtown Fayette. Special attention will be paid to the economic recovery of the overall area given impacts from COVID-19 for much of 2020

“PGAV Planners will bring expertise in market analysis, economic development, and incentives to this project, with an eye toward putting the pieces together that will help Fayette’s economy thrive,” said Mike Dimond, Executive Director for Fayette Main Street, Inc.

Through the planning process, PGAV Planners will conduct community impact meetings, as well as interviews with various business owners, property owners, and residents in Fayette, to seek input on the specific needs of the community.

Fayette’s CID Board of Directors will lead the project. The board consists of Chairman Grafton Cook, Vice Chairman Roger Drake, Secretary Cana Conrow, Treasurer JB Waggoner, and Mike, who will serve as the main point of contact as this project progresses. 

“We are excited to get to work with the board of the Fayette CID, Mid-MO RPC, the MAEDC, and the city on their Downtown Revitalization Plan,” said Andy Struckhoff, Vice President of PGAV Planners. “The Fayette community has done a lot of great work together, and we look forward to carrying that forward through this process. It is clear to us the Fayette community cares deeply about its downtown, its future, and what its future can mean. Establishing the Community Improvement District is a big, important first step; we look forward to helping the community chart a course for Downtown Fayette’s future.”

The planning process will begin later in July with an orientation meeting with the CID Board, followed by site visits, interviews, and community input meetings. Meeting times, dates, and locations will be announced in the Fayette Advertiser. Dimond said he hopes Fayette residents attend and offer input into what the plan should look like when the process is completed.
