I hear much confusion concerning Proposition D. “How will we know the funding will not be diverted to other funds?” According to lawyers at work with the Missouri Association of Counties Organization; “Because the state road fund is established in the Missouri Constitution, citizens will know that the money is constitutionally designated to go where it is promised to go.” In the full legal language of Prop D the state auditor is to annually audit the funds to assure they have not been diverted. Thirty percent of moneys collected will go to Counties and municipalities divided equally for their road and bridge needs. It is estimated that it will cost the average motorist $1.25 per month for every 2.5 cents motor fuels tax increase over the four year period. It has been explained to me that the proposition language does seem somewhat convoluted as they designate it so that it can not be touched for uses other than local and state roads and bridges.
