Howard County Clerk Shelly Howell is asking all absentee voters to be patient while courts decide which map will be on the November ballot.
Absentee voting for the November 3 General Election began on Tuesday, September 22. The day before, on September 21, the Eighth U.S. Circuit Court of Appeals reinstated the Missouri GOP’s House map, which changes Howard and several other counties to a new 5th U.S. Congressional district.
Nearly two weeks before on September 10, the Missouri Supreme Court and Secretary of State ordered old maps to be used in the upcoming election, placing Howard County back in the 4th Congressional District.
“At that time, I proceeded to have my vendor program and print the ballots for absentee voting, which I have in my office,” Howell explained. “If the US Supreme Court says we must use the 2025 map, I will have to have my vendor reprogram and reprint ballots to match the 2025 map. This is at no fault of mine, my staff, or the commissioners. Any questions, concerns, or confusion you have, please contact the office of Missouri Secretary of State Denny Hoskins at 573-751-2301.”
Howell asks all voters who intend to cast absentee ballots to hold doing so for now, pending an appeal to the U.S. Supreme Court. Once a ballot has been cast, she said, another one may not be issued.
“As soon as more information is available, we will know how to move forward,” Howell said.
