To the Editor:

This letter is written regarding case # 24SA-CV00176.  Renna Bean, Plaintiff vs City of Glasgow and Board of Alderman, City of Glasgow.  (The impeachment case).

The Judge in this case Wm. Page Bellamy ruled on May 7, 2024, that the impeachment is to be reversed and overturned and I was reinstated for the period of November 2, 2023 through April, 2024 with the new election.  I was awarded the $25.00 per meeting for each meeting that I missed from November 2, 2023 through April, 2024.  

Attorney fees were not awarded in this Judgment but …..

I have asked the Glasgow City Council to voluntarily pay my attorney fees since this impeachment was brought on by their choice not mine.  They wasted thousands of dollars on their own attorney as well as court costs as the Judge in the case ruled that court costs were to be paid by the defendants.

I still to this day do not understand what happened, what reason they had to bring the impeachment.  I asked questions and asked for documentation to back up those questions.  Those questions involved your tax dollars and many of them to this day are still not answered.  Each reason for the impeachment was either voted down by council on November 2, 2023, or now overturned by a judge in a court of law.

I still to this day have no idea who approved spending your taxpayer dollars on attorney fees for an impeachment that is now overturned.  Those are your tax dollars at work.  Speak up to make sure this does not happen to anyone else.  I cannot believe that one person can decide to impeach an alderman.  Who called who to have the document drawn up, who advised who on how it should read, but most importantly how was it started, who approved it?

In the City Council meeting on Monday, May 13, 2024, I read a statement regarding the above case # and the outcome.  

I asked for 3 things regarding the impeachment case:

1) A public apology from Donna Burns, Erin Wiseman and each council member that was on council during that impeachment hearing.  I did not deserve the public embarrassment or the upset that the hearing caused.  An apology is simple.

2) I asked that my attorney fees be paid by the City of Glasgow voluntarily instead of having to go back to court and cost the City of Glasgow additional money as well as myself.  The outcome of such a court date of course would be up to a judge, but I’m asking them to right a wrong and it is the fair and ethical decision to be made, it is simple.  Please pay the attorney fees.  In a court case if I lose the City of Glasgow will still incur attorney fees and possible court costs.  If I win, they will incur attorney fees and possibly court costs.  

3) I wanted to have the open seat that was vacated by Spencer Gerald in April, 2024 to serve until April, 2025.  Kendrick Davis was appointed in the meeting on 5/13/24.  He will be awesome and serve our ward well.  If I can’t have it, I’m glad that he was appointed.  

In the public comment portion of the City Council meeting Chief Polson mentions that the impeachment case had a lot of gray areas (or wording of something similar).  I’m not sure what that comment was regarding?  The Judge in this case had a complete audio/video recording of the November 2, 2023, meeting that he listened to/watched.  Each Attorney was given the opportunity to call witnesses and/or submit documents that supported their case they were trying to win or explain.  It makes sense to me that any gray area should have been covered by the City of Glasgow and their attorney, but solely my opinion.

He also stated that the City Aldermen/women are doing a great job.  I agree!  With the guidance of our City Resource Officer, our new Mayor, we are moving forward on several projects/improvements.  The job is hard, and it is thankless.  I am fully aware.  

Life is busy, but City Council meetings are the best resource for finding out what is going on with your local government body and how your tax dollars are spent.  I won’t list all agenda items but in the meeting on 5/13/24, there was discussion on the purchase of a Sewer Jetter, the purchase of shoring for our public works department, building inspection needs, city hall tuck pointing on the building, a grease trap ordinance, a private sewer ordinance, update on the Bear Creek bridge project, proposed mytext.gov software or something similar, lagoon sludge removal needs, discussion of redistricting of city wards, Chief of Police report, Treasurer’s report (budget meeting set for 5/22/24 at 6:00 p.m. at the Lewis & Clark meeting room), Library board (need for air conditioning in the upstairs of the library), Housing Authority report, Chamber of Commerce report by Scott Morris (lots of positive information), Planning & Zoning report by Scott Morris (meeting on 5/29/24 at 6:00 in the Lewis & Clark meeting room) this will be informative and sounds like the possibility of a few housing opportunities will be coming to Glasgow.

245 new water meters are in the ground.  The City Public Works Supt. Is working on pots holes in town.  New swings are coming to Kuemmel park.  

LOTS of Positive happenings to get involved in.  The Chamber of Commerce and Main Street organizations need volunteers to help and citizens to attend meetings.  A great opportunity here to get involved.

I will continue to attend meetings, stay informed and be involved as much as possible. 

I do greatly appreciate all the phone calls, texts, emails, Facebook messages I have received during the past few months with support, telling me to hang in there and most importantly those that said they believed I did nothing wrong, which is now stated by a Judge and court of law.  Those that stopped me to chat and those that shook my hand, family and friends too!  Thank you!
